Jim Tilton

Mr. James Tilton brings to the Molasky Group more than 30 years of experience working in executive management positions at the State of California. He has strong management skills dealing with State Administration, Budget and Finance, Public Works Projects, Bond Financing, and Public Policy in the Criminal Justice System of California.

As Secretary, California Department of Corrections and Rehabilitation from 2006–2008, Jim oversaw the largest State of California department, employing more than 55,000 peace officers and other staff members who work in prisons, parole offices and other from Imperial County to Del Norte County. The Department supervised more than 170,000 felon adult inmates and 3,000 juvenile wards in 33 adult institutions and eight juvenile justice facilities as well as 150,000 parolees in four parole regions.

Jim started his career at the State of California as Budget Analyst, Department of Finance, responsible for the debt service budget as staff to the Pooled Money Investment Board and the budget for the Department of Health. He then went on to become Director of Expenditure Forecasting for the Commission on State Finance.

Jim served as Deputy Director, Administrative Services, Department of Corrections, from 1985–1998, responsible for peace office selection, personnel, training, budgets, accounting, contracts, business services, offender information, labor relations, and environmental health and safety. He was Principal Program Budget Analyst, Department of Finance with responsibility for oversight of the Youth and Adult Correctional Agency.

As Assistant Program Budget Manager, Capital Outlay Unit, Department of Finance and Executive Secretary to the State Public Works Board, Jim supervised staff responsible for budgeting and project oversight for all state funded capital outlay projects except for K–12 schools and Transportation. In addition, Jim was the lead representative for the Department of Finance on all State Bond Sales.

As Program Budget Manager, Department of Finance from 2003–2006, Jim functioned as a key fiscal advisor to the Governor with responsibility for more than 70 departments including all issues dealing with the State Criminal Justice System. In addition, he served as the Chair, State Mandates Commission.

Jim holds a Bachelor of Science, Sacramento State University.
